Normal length/workload: 180 competence points. The length can also be 160 or 210 competence points.

Work-based learning: Work-based learning is integrated into vocational education and training. It is planned as part of the student’s personal competence development plan. The plan identifies and recognises the student’s prior learning and outlines what kind of competences the student needs and how they can be acquired in different learning environments.

Access requirement: Primary and lower secondary education

Access to further studies: A vocational qualification gives general eligibility for university of applied science and university studies.

Programmes and mode of education

Vocational education and training (VET) is designed both for young people without upper secondary qualifications and for adults already in work life. VET provides students with strong vocational competence. Another key principle is continuous competence development.

VET is organised mainly in institutions (on-the-job learning included) or as apprenticeship training.

The specialist vocational qualifications are composed of vocational units. The need for common units is assessed when preparing the student’s personal competence development plan. Vocational units are either compulsory or optional. Competence requirements are the same in all learning environments, including in workplaces. As long as the individual’s competences meet the national qualification requirements, the vocational skills can be acquired in different learning environments, by various means and at different times. Students demonstrate their knowledge and skills in competence demonstrations at practical work. A teacher and a representative from working life assess a student’s performance together.

A holder of a specialist vocational qualification has vocational skills that meet the needs of work life and that are highly advanced or multidisciplinary.
